The Financial Markets Department is responsible for the implementation of the Bank’s reserves management policy in accordance with investment guidelines and statutory requirements set out in the Bank of Botswana Act (Cap55:01). The Department is responsible for the development of policy and appropriate asset allocation strategy recommendations in line with the reserves management policy framework. The Department carries out thorough analysis of world capital markets on an ongoing basis and provides advice to the Senior Management of the Bank and other stakeholders on relevant issues. In particular, the Department drives and provides input to the Investment Committee on the investment strategy and the risk matrix. It is also responsible for monitoring the external fund managers and maintains the Bank’s relationships with major international institutions. A separate unit in the Department oversees the market and credit risk inherent in the foreign exchange reserves and monitors compliance with investment guidelines and investment decisions.
The Department is responsible for the Bank’s operations in the domestic foreign exchange, money and bond markets. This entails operational implementation of the exchange rate and monetary policies through the conduct of the daily and weekly operations with the domestic banks in foreign exchange and various monetary policy instruments. Furthermore, the conduct of the domestic market operations is facilitated by regular communication with the domestic banks through various committees and daily contacts.
The Department conducts auctions of Government bonds and treasury bills and provides advice on market development to the Bank’s Senior Management and other stakeholders.
